1991 Honda Civic DX Starting Problems

Q:I am have intermittant starting problems with my 1991 Honda Civic DX.
The following has been replaced.

A new Distributor cap/rotor button
A new battery
A new alternator
A new fuel filter
A new air filter


There is spark. The batter and alternator were tested and are charged well.
There is fuel pressure most of the time. Occassional the fuel pressure is at zero when trying to start and other times there is fuel pressure and the car still won't start.

A rebuilt engine was put in December 2005. The car runs beautifully when it is started.
A:Don't know what you mean by codes.
A:I had an intermittent starting prob on my esi, when you try starting does the rev counter shoot up? If so the prob might be with your starter moter, since i cleaned it up, ive never had a prob starting
A:Its probably the starter.. It could also be the fuel pump, its acting very scidish. What is the fuel pressure?
